Leftovers never tasted so good to U.S. Rep. Jim Himes , D-Conn. Himes supports a measure in President Barack Obama ’s budget proposal repurposing $30 billion in leftover Wall Street bailout funds for community banks to loan to small businesses in an attempt to resuscitate the economy.
